The timeline has been known for more than a decade.<\/p>\n<p>Read more <a href=\"https:\/\/bouldermovingguide.com\/?p=228\">Boulder County will lay off more employees and may cut programs to close $13.2 million budget deficit<\/a><\/p>\n<p>What\u2019s unclear is whether the community is saying goodbye to Mustard\u2019s site, or the restaurant itself.<\/p>\n<p>Mustard\u2019s rents space in Park Central, a city-owned building slated for demolition in late 2027 or early 2028 due to its location in a high-risk area of the Boulder Creek floodplain. City code adopted after its construction prohibits new development in that area. The situation has been public since at least 2013, when The Daily Camera ran the story: \u201cBoulder\u2019s Mustard\u2019s making its last stand.\u201d<\/p>\n<p>\u201cFor the last 10 years, people were coming in and saying, \u2018Oh, you\u2019re still here. I thought you were closed,\u2019 because they saw that headline,\u201d Mustard\u2019s co-owner Dan Polovin told Boulder Reporting Lab.<\/p>\n<p>For years, Polovin believed the city would find the restaurant a new home as part of its redesign of the Civic Area, the area along Boulder Creek between the Farmers Market and the main Boulder Public Library. The city\u2019s 2015 master plan called for considering \u201copportunities for Mustard\u2019s to continue to be part of the future development of the Civic Area\u201d after its building was demolished.\u00a0<\/p>\n<p>\u201cIt was no contract, but it was a good faith statement that Mustard\u2019s, Dushanbe Teahouse and the Farmers Market were stakeholders in the Civic Area, and they would do their best to find us a new home,\u201d Polovin said.\u00a0\u00a0<\/p>\n<p>\u201c[After] all the talk of helping me, I\u2019m finally saying: Give me something concrete, a proposal. It\u2019s gotten to be just lip service.\u201d<\/p>\n<p>Mustard\u2019s has not secured such a commitment from the city, though Parks and Recreation Director Ali Rhodes said city staff are researching alternative locations to propose to Polovin and forming a cross-departmental team to discuss options.<\/p>\n<p>\u201cWe have a track record of helping displaced businesses find suitable location options, including some reasonable relocation cost assistance, as demonstrated by our efforts related to the Hill hotel development work,\u201d she said.<\/p>\n<p>Polovin said relocating elsewhere in the city is \u201cdefinitely doable,\u201d but financial and permitting hurdles would make it difficult. He said he\u2019s not committed to staying open if Mustard\u2019s needs to leave the area.<\/p>\n<p>\u201cHow motivated are we? That\u2019s what we\u2019re trying to decide, especially being spoiled with the location,\u201d he said. \u201cThere\u2019s been food on that corner of Broadway and Arapahoe for 100 years.\u201d<\/p>\n<p>In 1930, Boulder\u2019s first drive-in restaurant, True\u2019s Thirst Shop, opened at the site. After True\u2019s, various restaurants occupied the space before Mustard\u2019s opened in 1978.<\/p>\n<h2><strong>Will Mustard\u2019s have a place in the Civic Area?<\/strong><\/h2>\n<p>City spokesperson Sarah Huntley said that it is still possible the Civic Area could include a place for Mustard\u2019s. Some concepts include restaurants along the East Bookend, near the Dushanbe Teahouse and Farmers Market.<\/p>\n<p>The problem, Huntley said, is that the city won\u2019t decide specific uses for the East Bookend, including whether it will include restaurants, until 2027 or later. Mustard\u2019s will need to vacate its building by mid-2027, when city staff move out.<\/p>\n<p>Rhodes said that the city will decide how to use the East Bookend based on site planning with a selected private partner.\u00a0<\/p>\n<p>The city plans to release a request for proposals for that partner this summer.<\/p>\n<p>Polovin said he expects competition and that the city\u2019s search for a private partner feels \u201cbackwards\u201d to him.<\/p>\n<p>\u201cYou\u2019re asking developers to come tell you what you want,\u201d he said. \u201cTo me, it\u2019s like: We got an idea. Let\u2019s find the money. But Polovin said that if there were a spot in the Civic Area, the delay won\u2019t matter.<\/p>\n<p>\u201cI\u2019m old and decrepit. I\u2019m 76,\u201d he joked, \u201cBut my partner, he\u2019s a younger guy, he\u2019s full of energy,\u201d referring to 23-year-old co-owner Dave Goodhart.\u00a0<\/p>\n<p>\u201cThe point is, by the time they finalize whatever their plans are, and they had an offer for us and it sounded good, of course we\u2019d be interested,\u201d he said.<\/p>\n<h2><strong>Community push to keep Mustard\u2019s<\/strong><\/h2>\n<p>The news of Mustard\u2019s departure resurfaced last month after Historic Boulder, a nonprofit with a mission to preserve historic buildings and longtime Boulder businesses, encouraged residents to visit\u00a0the restaurant.<\/p>\n<p>\u201cWe just want to bring attention to longtime businesses that express the spirit of Boulder,\u201d Leonard Segel, Historic Boulder\u2019s former executive director, said. \u201cEvery time we lose one, it\u2019s like a little cut.\u201d<\/p>\n<p>The news struck a nerve, particularly after the recent closure of the Dark Horse, another longtime Boulder restaurant.\u00a0<\/p>\n<p>Lines formed out the door, and Polovin said the crowds keep coming.\u00a0<\/p>\n<p>\u201cIt\u2019s been the busiest five days we\u2019ve ever had following that. We couldn\u2019t be more thrilled about that,\u201d he said.<\/p>\n<p>\u201cI would love to see it stay downtown somewhere,\u201d said Historic Boulder\u2019s new executive director, Tim Plass. \u201cThere aren\u2019t many places like this. We do fancy really well. We don\u2019t have too many hot dog stands.\u201d<\/p>\n<h2><strong>Why Mustard\u2019s has to move<\/strong><\/h2>\n<p>Since news spread, Huntley said there has been confusion about why the building is being demolished.\u00a0\u00a0<\/p>\n<p>Some believe it is for redevelopment. Others think it is flood mitigation. She said neither is correct.\u00a0<\/p>\n<p>The building is being demolished because it sits in a floodway, land reserved to carry floodwaters where permanent structures are not allowed.\u00a0<\/p>\n<p>No new flood mitigation is being proposed.\u00a0<\/p>\n<p>The building\u2019s location is fairly unique. Nearby city buildings, like the library and Penfield Tate II Municipal Building, are at risk in the event of a \u201c100-year flood\u201d \u2014 a major flood that has a 1% chance of occurring in any given year \u2014 but are not in a floodway.<\/p>\n<p>Huntley said the Civic Area redesign envisions parkland and a \u201cnature hub\u201d at the Mustard\u2019s site, because flood risks make it the \u201conly appropriate use.\u201d<\/p>\n<p>A document from the city\u2019s Request for Interest for the Civic Area partnership calls the future nature hub near Mustard\u2019s current location an \u201copportunity for future development\u201d that \u201ccould be considered for partnership,\u201d despite it being in the floodway.<\/p>\n<p>Rhodes said that any development there \u201cwould require funding and site regrading to raise the elevation of any area to include a permanent structure above the High Hazard [flood] zone.\u201d<\/p>\n<p>Read more <a href=\"https:\/\/bouldermovingguide.com\/?p=226\">\u2018It doesn\u2019t feel good\u2019: Boulder councilmembers still reeling after airport vote to stay open indefinitely<\/a><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The city plans to demolish Mustard\u2019s current building, but says it is exploring options for the restaurant to relocate.<\/p>\n","protected":false},"author":1,"featured_media":137,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[1],"tags":[],"class_list":["post-229","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-interesting"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.6 -
